ConstablePayne

Constable Jennifer Payne is a prominent Centralian police officer.

Any time PrincessAlice, or anyone with a direction connection to her, ends up interacting with a civilian police officer, it is always Jennifer Payne, regardless of when or where the interaction occurs, or which law enforcement agency is ostensibly involved. The Princess has encountered Constable Payne as an agent of municipal police services, such as the QueenCity Metropolitan Police, national police services, such as the RoyalCentraliaCivilGuard, and even special constabularies, such as the CapitalAreaTransit Protective Service. The Princess has seemingly never noticed this coincidence, let alone questioned it.

Appearance

Constable Payne is a petite young woman with short, ash gray hair. Her eyes are a hazy lavender--not a typical eye color for humans, though Princess Alice, not being human herself, has never noticed.

Constable Payne's usual uniform consists of a white dress shirt, black skirt, and a white peaked cap with a black brim. On her right breast, she wears her police badge, a silver 5-pointed star with what appears to be a fairy wing in the center. This is not the standard Centralian law enforcement badge, but nobody has ever questioned it, as people tend to assume it represents some special honor or decoration. A badge of the same design is found on her hat. On her left breast, her name, J. PAYNE, is embroidered in block letters. She also has a radio mic clipped to her shirt, though no one can recall ever seeing her speak into it.

On her belt, Constable Payne carries two pairs of handcuffs--one in the standard size and one curiously small pair, seemingly meant for some kind of small magical creature--and a baton, which bears a peculiar resemblance to a magic wand. She notably does not carry a firearm.

Cruiser

Constable Payne typically drives a black and white sedan resembling a 1960s Ford sedan. The sides of the car are marked with the word POLICE and the same fairy-wing star emblem found on her badge. The car is equipped with a rotating blue light and an emergency siren that is, in Payne's words "pretty loud, but admittedly not as loud as the Princess". Those who have been detained in the back of Constable Payne's car have reported it to be especially difficult to escape from, even with the aid of magic.

Notable incidents

Payne detained PrinceAlex on April 1st after he transformed her police motorcycle into a toddler's tricycle as an "epic prancc".

Payne was apparently involved in the incident that led the administration of DameAdorabellesAcademy to forbid Princess Alice from going near the school's bus, though the Princess does not remember any details of the incident, and Payne refuses to tell her.

Payne has argued, unsuccessfully, that the RoyalLibrarian should revise their strict no-weapons policy for the RoyalLibrary to include an exemption for police officers. Currently, the only exemption is for magical girls who fight scary monsters.
