Constable Jennifer Payne is a prominent Centralian police officer. Curiously, any time PrincessAlice, or anyone with a direct connection to the princess, ends up interacting with a civilian police officer, it is always Jennifer Payne, regardless of where, when, or which law enforcement agency is ostensibly involved. Constable Payne has been encountered as agent of municipal police services, such as the QueenCity Metropolitan Police, national police services, such as the Royal Highway Patrol, and even specialized police services, such as the park rangers division of the National Park Service.
Some have theorized that Jennifer Payne is not, in fact, a human employed by a government agency, but the personification of the concept of order, sent to balance the intrinsically chaotic Princess Alice by manifesting as an officer of the Princess's own government.
